The award of public passenger service contracts under Regulation (EC) No 1370/2007

The conference organized by forum vergabe e.V., the German public procurement association, deals with Regulation (EC) No 1370/2007 on public passenger transport services by rail and road that enters into force on 3 December, 2009. Regulation (EC) No 1370/2007 establishes a legal framework for financial compensation granted to operators of public passenger transport services which are subject to public service obligations.

At the same time, Regulation (EC) No 1370/2007 provides a specific public procurement regime for the award of such public passenger transport contracts. Dr. Alexander Hübner will chair the discussion on how Regulation (EC) No 1370/2007, though directly applicable  by nature, may be implemented in German law and to what extent the Regulation simply overrules existing national law.
